The Bearer Doctr Brown waits on you for your Permission,1 to go into New York, in order to get a Passage to Scotland, As I am satisfyed the Facts stated in his Memorial are true, I hope there will be no dificualty in granting his request.
I have sent by him the papers to which must beg leave to refer you for News, I am very anctious to hear wheather any of the Delegates are coming forward, at any rate I am determin’d to leave this, the first of next month &

1 Apparently Dr. Gustavus Richard Brown of Port Tobacco, Md. On April 1, 1780, the Maryland Council recommended that Washington or the commanding officer at Elizabeth, N.J., grant a license to Dr. Gustavus Brown "to go into the City of New York for the Purpose of obtaining a Passage to great Britain" and to be permitted to return again to Maryland "under the Peculiar Circumstances of his Case."
