I enclose herewith a sketch, giving a section through the set of qrs. occupied by Lt. D’Oremieulx, in which he has applied to have a door cut, which I think would add to their convenience, but which under the new Regns. of the Acady. I do not think I have the power to authorize. Par. 11 of the Regns. for the Eng. Dept: applied to the buildings at West Point, seems to require the approval of the Secy of War, to any additions or alterations
