In Complyance with the request of the Council Contained in their letter of the 9th instant1 I beg leave to acquaint you, that no other rules have been established by Congress for the Government of the navy of the united states, than those of the 28th November 1775, which you will find in the Journals of Congress for that year, and to which I take the liberty to refer you.2
